When Incentives Point in Different Directions

Most AI failures are not caused by bad intent, bad tools, or bad people. They are caused by good teams pulling in different directions, each doing exactly what they are rewarded to do.
AI does not create this problem. It exposes it.
Risk Hides Where Incentives Collide
In federal IT environments, mandates are layered on purpose. Oversight matters. Guardrails matter. Stability matters. But AI sits at the intersection of groups with very different incentives.
- Program teams are rewarded for delivery and throughput.
- Compliance teams are rewarded for caution and adherence.
- IT operations teams are rewarded for uptime and predictability.
- Innovation teams are rewarded for change and experimentation.
Each of those incentives makes sense on its own. Together, they create friction that AI brings to the surface.
From a risk standpoint, this friction is not noise. It is a signal.
Why AI Feels Harder Than Other Systems
Legacy systems often hide these tensions. They move slowly. Decisions unfold over months. Conflicts stay manageable.
AI compresses timelines.
It produces recommendations quickly. It flags edge cases early. It forces choices sooner than organizations are used to making them.
When mandates are not aligned, that speed turns latent tension into visible risk.
The Quiet Stall Pattern
This is the most common failure mode I see:
- The AI system technically works.
- Security reviews are completed.
- Compliance sign off exists.
But adoption stalls.
- Outputs are reviewed but not acted on.
- Teams add manual checks “just in case.”
- Escalations stretch longer than they should.
Nothing breaks loudly. Nothing fails formally.
From the outside, the program looks healthy. From the inside, trust never fully forms.
This is what silent risk looks like.
Everyone is Doing Their Job
This is what makes it difficult to fix. No one is wrong.
Compliance raises concerns because that is their role. IT pushes back on change because stability is their mandate. Program teams want speed because outcomes matter. Innovation teams want iteration because learning requires it.
Without clear leadership direction, these mandates collide instead of aligning. Risk does not come from disagreement. It comes from unresolved disagreement.
Where Leadership Usually Steps Back Too Far
Many leaders assume these tensions will resolve through process. More reviews, more working groups, more documentation. Those tools help with visibility, but they do not resolve tradeoffs. Only leadership can do that.
At some point, someone has to say:
- This outcome matters more than this risk
- This delay costs more than this uncertainty
- This system moves forward under these conditions
When that does not happen, AI becomes the arena where unresolved organizational conflicts play out.
Why This Shows Up In Audits Later
This issue often surfaces long after deployment.
Auditors ask:
- Why was this output ignored?
- Why did this decision take so long?
- Why were controls applied inconsistently?
The answers usually point back to competing mandates that were never reconciled. From a risk perspective, that is not a surprise. It is the expected outcome of misaligned incentives.
Expectations reflected in guidance from the Office of Management and Budget increasingly assume agencies can demonstrate not just compliance, but coherence. Coherence requires alignment.
Policy Cannot Resolve Incentives
This is where governance documents often fall short. Policies describe roles. They do not align rewards.
You can define escalation paths and approval gates all day. If teams are rewarded for opposing outcomes, risk will find the seams.
AI governance fails quietly when leaders treat it as a documentation exercise instead of an alignment exercise.
The Compliance Versus Delivery Tension
This tension deserves special attention. Compliance teams are often positioned as blockers. That is unfair and inaccurate. Their mandate exists for a reason.
The problem arises when compliance concerns are raised without a clear decision framework for resolving them. When compliance says no and no one has authority to weigh tradeoffs, programs freeze. Risk accumulates in delay rather than action.
From the risk desk, delay without resolution is rarely safer than controlled movement.
How Misalignment Shows Up Operationally
You can see competing mandates in small signals.
- Emails that CC too many people.
- Decisions deferred to “the next meeting.”
- Temporary workarounds that become permanent.
- Manual steps added without clear rationale.
These are not operational quirks. They are symptoms. They tell you the organization has not decided how much risk it is willing to carry to achieve its goals.
What Aligned Mandates Look Like
Alignment does not mean everyone agrees. It means tradeoffs are explicit.
Aligned organizations:
- State which risks are acceptable and which are not
- Empower leaders to resolve conflicts quickly
- Protect teams who act within defined boundaries
- Revisit alignment as systems evolve
This structure gives AI room to operate without forcing teams into defensive behavior.
From a risk perspective, alignment is a mitigation strategy.
Why Leaders Avoid Forcing Alignment
Alignment creates discomfort.
Someone loses leverage.
Someone accepts risk.
Someone makes a call that can be questioned later.
It is easier to let mandates remain in tension and hope time smooths things out.
AI does not give you that time.

Here is the test I use when reviewing AI programs.
When speed and caution conflict, who decides which wins?
If the answer is “it depends,” the risk is already embedded.
