Governing AI in the Age of Risk and Uncertainty, Part 1: Where Risk Ends and Uncertainty Begins

There’s comfort in risk. That might sound backwards, but anyone in government or industry who has ever carried the weight of a program knows it to be true. Risk can be cataloged. Measured. Modeled. You can put it in a spreadsheet, assign it a probability, and build a mitigation plan. You can answer questions with math. 

Uncertainty offers no such refuge.   

As artificial intelligence accelerates across federal missions and private ecosystems alike, the lines between what we can predict and what we cannot are growing more important than ever. Risk and uncertainty are not interchangeable. And when we treat them as if they are, we build systems that look fine on paper—until the real world exposes their cracks. This is especially true in AI. 

A risk is something we can see and measure. A model could leak PII. An LLM might return outdated information. A chatbot might fail to escalate properly. These are risks. We’ve seen them. We’ve scored them. We can prepare for them.

But when an autonomous agent develops an emergent behavior, when a model makes a decision based on a pattern no human reviewed, or when a citizen receives a recommendation that wasn’t programmed by anyone, we’ve left the land of risk. We are now navigating uncertainty. 

 

Part One: Where Risk Ends and Uncertainty Begins

In traditional federal program management, risk is core to every playbook. Acquisition officers live by it. PMOs build out heat maps, risk registers, and mitigation matrices. We teach these models in our training programs and bake them into our governance gates. 

AI doesn’t respect these boundaries. Why? Because AI learns. It adapts. It creates outputs based on relationships no human explicitly coded. And when those outputs start influencing operational workflows—loan processing, benefit recommendations, onboarding decisions—we cross into territory that our old tools weren’t designed to map.

That’s uncertainty. It’s not that it’s dangerous. It’s that it’s opaque. And the traditional methods don’t illuminate it.
